After trying the other 2 restaurants recommended here and finding that one was gone and the other did not serve breakfast, we went to Fathoms. Thank God! The service and view are spectacular and the Salmon Hash side dish is a fabulous meal in itself. Our coffee cups never got close to empty before someone was there to fill them up and everyone on staff was very friendly.

Even if you can't afford to stay at the Inn, you can get a very good breakfast at a reasonable price at Fathoms, and all the tables and booths have great ocean views.
