The best dim sum in the Washington DC area is at the improbably named Hollywood East Cafe on the Boulevard in Wheaton. They do a fine job on the standard dishes such as shiu mai, har gow or taro puffs, but their strength is their development of new types of dim sum, that I haven't seen anywhere else, including some great scallop dishes. The dim sum experience is a little noisy with large families and parties clamoring to pick their dishes from the rambling carts and trays being carried about, but it is always fun.
