Just a note, Pete Townshend and Phil Daniels aren’t eating waffles — they’re definitely eating (minced beef) pie and mash. Pete is dousing his pie and mash with malt vinegar (or, more likely since it’s pie and mash, chilli vinegar). There’s a scene in Quadrophenia in a pie and mash shop, Cooke’s on Goldhawk Rd. in London, and I believe that’s where this photo is taken.
